Disability Licenses and Permits

Resident 3-Year Disability Fishing License (RDF, $10.50) | Application
Entitles a resident to fish the waters of the state with sport fishing tackle. A Resident Trout Permit also must be purchased to retain trout or to fish in certain waters. Holders of this license, along with another licensed individual to assist, may fish at Family Fishing locations. 100 percent total and permanent disability certification dated within the last three years from Social Security Administration, Veteran’s Affairs or Railroad Retirement and proof of 60 days Arkansas residency are required. Valid for three years from date of purchase; recertification is required for license renewal. This license is available from the AGFC Little Rock office and by mail. Entitles totally and permanently disabled veterans the privileges of the Resident Fisheries Conservation License. A Resident Trout Permit also must be purchased to retain trout or to fish in certain waters. Resident Disabled Military Veteran Lifetime Combination License and Permit (VLL2, $52.50) | Application
Entitles any resident disabled veteran who has a service connected disability rating of 70% or higher or has a service connected disability rating of 50% or higher with a Purple Heart to hunting, fishing, trout, and state duck stamp privileges. A copy of disability certification from the United States Department of Veterans Affairs and proof of one year Arkansas residency is required. Mobility-impaired Access Permits (MIC, Free) | Application
Mobility-impaired access permit holders may use an ATV on Commission-owned WMAs to travel on graveled, all-weather roads (unless posted closed to vehicles) and on designated mobility-impaired access trails. They may use an ATV during muzzleloader and modern gun deer seasons with the following restrictions:

  • Permit holders must be at least 100 feet, but no more than 300 feet from graveled, all-weather roads.
  • ATVs may be operated within 300 feet of designated mobility-impaired access trails.
  • ATVs may be used only for stand placement and hunting.
  • ATVs may be used beyond 300 feet from roads and designated mobility-impaired access trails only to retrieve game taken by the permit holder.
  • Permit holders must be able to see their ATV at all times while hunting.
  • Firearms must be unloaded and cased while being transported by ATV.

Hunters with the following disabilities are eligible for a permit:

  • A permanent physical condition requiring the use of a brace, cane, crutch, prosthetic device, wheelchair or walker;
  • Permanent lung disease which severely restricts respiration to the levels stipulated on the application form;
  • A permanent physical condition requiring portable oxygen;
  • A permanent cardiac condition classified as Class III or IV by the American Heart Association

65-Plus Licenses

65-Plus Lifetime Fishing License (PLF, $10.50)  | Optional Application
Entitles Arkansas residents 65 or older to the privileges of the Resident Fishing License. A lifetime trout permit (purchased once after age 65) must be purchased to fish in certain waters. Licenses may be purchased online, at AGFC regional offices, and nature centers anytime during the year of the resident’s 65th birthday. One year residency in Arkansas is required.

Resident Military Retiree Lifetime Licenses

Resident Military Retiree Lifetime Fishing License (MRF, $10.50) | Application
Entitles military retirees the privileges of the Resident Fisheries Conservation License. A Resident Trout Permit also must be purchased to retain trout or to fish in certain waters. Military retirees must be 60 years of age or older and provide proof of military retirement (Military ID Card). Proof of one year Arkansas residency is required. Lifetime Licenses and Permits

Resident Sportsman’s Lifetime Combination License and Permit ($1,000) | Application
Entitles purchasers of any age to the privileges of the Resident Sportsman’s License (hunting) and the Resident Fisheries Conservation License (fishing). Fees for trout permits, leased lands permits, alligator permits, elk permits, state waterfowl stamps and wildlife management area permit hunts are included with this license. License holders must apply, however, for WMA hunts, be successfully drawn and return notification of acceptance before being issued a permit. Harvest Information Program (HIP) registration is required to hunt migratory game birds. To hunt waterfowl, federal waterfowl stamps are required in addition to HIP. This permit also includes a lifetime subscription to Arkansas Wildlife Magazine, the official magazine of the AGFC.

This permit is available at the AGFC Little Rock Office and AGFC regional offices. Applicants must provide proof of one year of Arkansas residency. Applications are available at AGFC regional offices or by calling 833-345-0325 or 501-207-0326 in the Little Rock area.

Resident Natural State Lifetime Combination License and Permit ($500) | Application
May be purchased for a resident aged 10 and younger, entitling him or her to the privileges of the Resident Sportsman’s License (hunting) and the Resident Fisheries Conservation License (fishing) for the rest of his or her life. Fees for trout permits, leased lands permits, alligator permits, elk permits, state waterfowl stamps and wildlife management area permit hunts are included with this license. License holders must apply, however, for WMA hunts, be successfully drawn and return notification of acceptance before being issued a permit. Once the license holder turns 16 years of age,  Harvest Information Program (HIP) registration will be required to hunt migratory game birds and federal waterfowl stamps will still be required to hunt waterfowl. This permit also includes a lifetime subscription to Arkansas Wildlife Magazine, the official magazine of the AGFC.

This permit is available at the AGFC Little Rock Office and AGFC regional offices. Applicants must provide proof of the recipient’s age and one year of Arkansas residency. Applications are available at AGFC regional offices or by calling 833-345-0325 or 501-207-0326 in the Little Rock area. Only 500 of these licenses are issued per fiscal year (July 1-June 30), and they are filled on a first-come, first-served basis.
