Lower Delta Gets a Drenching, 8 Inches in Bayou Meto
LITTLE ROCK – The Arkansas Game and Fish Commission’s aerial survey team is in the air this week for its annual January Midwinter Survey of waterfowl, and what they’ll see this time over the landscape is an inundation of water that wasn’t there in December. The state received an expected major rainfail Monday and into Tuesday; however, instead of 4-6 inches drenched throughout all of the Arkansas Delta, what happened instead were pockets of torrential rainfall leaving certain spots with up to 12 inches of rain, where others saw 2 inches or less. The town of DeWitt in Arkansas County was flooded with a foot of rain. George H. Dunklin Bayou Meto Wildlife Management Area, which is in Arkansas and Jefferson counties, was hit with 8 inches of rain.
Mark Hooks, AGFC wildlife biologist supervisor in the Monticello Office, notes significant water level changes in Bayou Meto WMA, as well as Felsenthal National Wildlife Refuge and the AGFC’s Beryl Anthony Lower Ouachita WMA. The Ouachita River below Felsenthal Lock and Dam is flooding some lower areas of the Lower Ouachita WMA. Due to flooding, Clear Lake Road is now closed. Also Cut-Off Creek and Seven Devils WMAs have seen extensive rain and some roads there may be impassable. Hunters are urged to note high-volume water conditions as well while hunting “The Scatters” and being around water control structures in Canon Brake and in Lower Vallier GTR.
Ducks cleared out of Missouri in a mass exodus around Christmastime (specifically Dec. 22-23), as reported by Andy Raedeke of the Missouri Department of Conservation. Snow and ice cover, northwest winds and a drastic drop in temperature in The Show-Me State pushed welcome mallards and other ducks into the bottomland hardwoods and flooded fields of the Arkansas Delta. Anecdotal reports forwarded to the AGFC Waterfowl Report indicated a big jump in mallards seen in eastern Arkansas, especially in the Big Creek area between the Dale Bumpers White River NWR and the St. Francis National Forest, where consistent birds were seen by waterfowlers hunting leases or private lands. It will be interesting to see how that lines up this week with the aerial survey of waterfowl. In the December waterfowl survey, delayed a week or more by terrible flying conditions and inclement weather, total ducks in the Arkansas Delta region numbered 1,136,558, with 480,846 of those being mallards, the best count for December mallards since 2018, though still slightly less than the long-term average of mallards in the survey. Total numbers and especially mallard numbers tend to jump in the Midwinter Survey.
The 60-day waterfowl season continues in Arkansas uninterrupted through Jan. 31. That includes hunting for all geese, ducks, mergansers and geese.
Air temperature raced back tup to hit 70 degrees in central Arkansas on Sunday after dropping to single digits a little more than week earlier. A mild January is forecast by the National Weather Service, and no rain of significance is expected for the rest of the week as high water subsides in the tributaries throughout the Delta region.
Look for the January Midwinter Survey in next week’s report. The agfc.com website will provide updates from the waterfowl biologist as numbers are released between now and next Wednesday.
Also, hunters should note that Arkansas’s second dove season continues through Jan. 15 (we mention that mainly because we noticed a significant number of doves on roads around the Arkansas River in around Christmastime as the massive arctic cold front blew through).
Continue Vigilance With Avian Flu
Hunters are urged by the AGFC to maintain a vigilant lookout for any birds that might be infected or suffering from Highly Pathogenic Avian Influenza. HPAI has been a concern of wildlife biologists this late fall and winter, especially with much evidence of it seen recently among migrating snow geese and other waterfowl and wintering birds in Arkansas. Hunters, outdoors enthusiasts and wildlife watchers are asked to report instances of dead or sick waterfowl that they encounter in the wild. The risk of humans contracting the disease remains low, but hunters can help further minimize that risk by following a few simple precautions (see below). Anyone who observes concentrations of sick or dead birds should report their sighting by using the AGFC’s Avian Influenza Reporting Form.

Bag Limits
Remember: Daily bag limits are the same as seen in recent years. Hunters make harvest a bag limit of 6 ducks, which may include no more than 4 mallards (2 hens), 1 scaup, 3 wood ducks, 1 pintail, 2 redheads, 2 canvasbacks, 2 black ducks or 1 mottled duck. Beyond those exceptions, the limit is up to 6 ducks of a species, including teal. The merganser daily bag limit is 5, with only 2 hooded mergansers allowed. The daily bag limit for coots is 15. Non-lead shot must be used for waterfowl hunting in Arkansas. The possession limit for ducks, coots and mergansers is three times the daily bag limit. The daily bag limit for greater white-fronted geese 3, up from last year’s 2 birds per day. The daily limit for snow, blue and Ross’s geese is 20 per day.

Northeast Arkansas
Big Lake WMA

When the Ditch 81 extension gauge near Manila (upstream of the Big Lake north-end control structure) reads 17.5 feet, water is beginning to come over the north levee degrade on Big Lake WMA. When the Ditch 81 Extension gauge reads 18.0 feet or higher, the water level on the WMA will rise quickly and hunters should exercise caution while on the area. Be aware of underwater logs in boat runs and hangers in trees.
North Woods GTR
Habitat: Mast production is good.
Water Level: Gauge reading at BoDoc is 237.4 feet msl; target level is 235.5 feet with 100% flooded.
South Woods GTR
Habitat: Mast production is fair.
Water Level: Gauge reading at 7-Mile is 236.1 feet msl; target level is 234.5 feet with 100% flooded.

Habitat: Native production is good in the middle and south fields.

Please remember to keep boats off the levees so AGFC personnel can access the area. Boats blocking access will be moved. Unattended trailers are not to be left overnight on parking areas. As of Jan. 3, the Black River level is 7.18 feet and rising.

NOTE: During the 2022-23 wintering period, all intentional flooding will be held at 178.5 feet msl, an elevation that will relieve stress on many trees such as red oaks that are showing signs of distress. Rain and increased flow into the WMA will allow water to rise above that level periodically. A good rule of thumb for comparing water levels to access into Bayou Meto: 176 feet msl – water breaking into sloughs and lower ditches; 177-177.5 feet msl – water beginning to break out of sloughs and lower ditches; 178 feet msl – water in most sloughs and ditches and entering into lower elevations in woods; 178.5 feet msl – most ditches and sloughs deep enough to boat and most boat ramps become serviceable; 179 feet msl or above – water expands to the higher elevations.
